Weighing and Verification:
All tare (unloaded) and gross (loaded) weights must be obtained using a scale that is certified by either a State or Municipal Weights and Measures official. The awarded bidder shall be responsible for any scale usage fees. All weights must be witnessed by authorized City of New York personnel. Weighing (both tare and gross) must occur within the five boroughs of New York City or in the Nassau/Western Suffolk County area.
Weight receipts must be signed and printed by both the awarded bidder (or their authorized representative) and the witnessing City personnel.
All weight receipts must be submitted by the awarded bidder via email to NYCSurplus@dcas.nyc.gov, or faxed to the Office of Surplus Activities, Attn: OSA Manager at 718-416-8716, within 24 hours or one business day after removal of the load.
Security Deposit and Final Payment:
The awarded bidder must pay a $2,500 security deposit. This deposit will be added to the winning bid amount immediately after the auction ends. The total amount (winning bid + $2,500 deposit) must be paid in accordance with all auction terms and conditions. Please see attached Bid Deposit Instructions.
The price per pound is calculated by dividing the winning bid amount by the estimated total weight of the material. After removal, the actual gross weight taken will be used to determine the final valuation (price per pound × actual weight removed).
• If the final valuation is less than the total amount paid (winning bid + deposit), GovDeals shall, upon authorization by DCAS/OSA, issue a refund to the winning bidder for the difference.
• If the final valuation is more than the total paid, the DCAS/OSA will issue an invoice to the winning bidder for the difference.
Important Notes for Bidders:
• All listed quantities are approximate. Bidders are strongly encouraged to inspect the material on-site before submitting a bid.
• Inspections are by appointment only. Please contact the listed location to schedule a viewing.
Removal Requirements:
All water meters and related parts must be removed in full, regardless of the final gross weight. Some components may include non-metallic parts.
The awarded bidder is solely responsible for providing all labor and equipment necessary for the removal. The City agency is not obligated to provide any assistance.

Awarded bidder is responsible for providing all labor and equipment necessary to remove property purchased on this proposal. City agency has no responsibility and is not required in any to assist with removal.
