After payment has been made, GovDeals will e-mail the buyer a copy of the bill of sale. The buyer needs to sign, print, date and e-mail it (from their e-mail address that is on file with GovDeals) to WVSASP@wv.gov along with a copy of their driver's license.

SALES TAX

Removal
The Buyer’s Certificate serves as Proof-of-Purchase and must be presented at the time of item removal.** If using a 3rd-Party agent; Buyer must provide agent with a faxed copy including their signed authorization to release their items. Buyer must notify Seller if using a Third-Party Agent.
Anyone picking up an item must have the Buyer's Certificate in hand. After WVSASP receives confirmation that the buyer has paid, WVSASP will e-mail the buyer a copy of the Bill of Sale with instructions for removing the item. Items will not be released to anyone other than the winning bidder unless prior arrangements have been made with WVSASP. The prior arrangements must be e-mailed to the contact below from the e-mail address that is on file for the winning bidder.

Special Instructions
Guaranty Waiver. All property is offered for sale “AS IS, WHERE IS.” The West Virginia State Agency for Surplus makes no warranty, guaranty or representation of any kind, expressed or implied, as to the merchantability or fitness for any purpose of the property offered for sale. Please note that upon removal of the property, all sales are final.
Description Warranty. Seller warrants to the Buyer that the property offered for sale will conform to its description. Any claim for mis-description must be made prior to removal of the property. If Seller confirms that the property does not conform to the description, Seller will keep the property and refund any money paid. The liability of the seller shall not exceed the actual purchase price of the property.
