Use the "Ask a Question" feature to get answers to your questions.

We encourage inspections, but you need an appointment (otherwise, you may waste your time if you show up without one). Please use the "Ask a Question" feature to schedule an inspection (please give us some lead time to respond to a request).

The winning bidder must pay within five days and pick up the asset within ten days after the bid closes. You must have a Removal Appointment. If you don't have an appointment, you may have to return later to pick up your asset because the person handling auctions works specific hours. Please do not send a transporter without contacting us first and emailing a signed Authorization of Release and a signed Bill of Sale (read this entire page, or you will miss vital instructions). Please click the "Read More/Show More" links.

Weather and other unforeseen events may disrupt our ability to accommodate inspections and certain pickup times.

If this auction unit is a police vehicle, the passenger airbag may be disconnected; it is up to the buyer to reconnect the airbag.

The winner is solely responsible for removal. For reasons of liability, city employees cannot provide this service. Please come prepared to remove the asset yourself. This supersedes anything others tell you.

Please read the information below because it is your auction contract. Always click on the "Read More/Show More" links. Thank you.

Inspection

All property is offered for sale “AS IS, WHERE IS.” The City of Lynchburg makes no warranty, guarantee, or representation of any kind, expressed or implied, as to the merchantability or fitness for any purpose of the property offered for sale.

Items offered for sale are used. Any list of defects includes defects we noticed, but not necessarily all defects. We do not inspect assets to know and list all defects because our goal is to remove assets from service to put their replacements into service.

Bidders are encouraged to inspect the property before bidding, especially if uncomfortable purchasing a used item. Inspection is by appointment only. Please use the 'Ask a Question' feature to schedule an inspection.

NOTE: ITEMS AUCTIONED ARE FOR PICKUP ONLY. PACKAGING, SHIPPING, AND REMOVAL ARE THE SOLE RESPONSIBILITY OF THE BIDDER. EMPLOYEES MAY NOT AID IN THE REMOVAL PROCESS. NO EXCEPTIONS WILL BE CONSIDERED.

Payment

PAYMENT

If you are the winning bidder, you will facilitate payment by referring to the My Bids section of your account.

Note:

1. Payment is due within 5 (five) business days of auction closure.

2. Any invoice $5,000 or above requires payment via wire transfer.

3. Depending on your history with GovDeals, you may be limited to the number of auctions/transactions that you can participate in simultaneously AND/OR the dollar amount that you can pay via credit card, debit card or PayPal. For additional insight, please visit the Probation FAQ.

SALES TAX

When applicable, sales tax is calculated based upon the auction’s advertised location.

If you are seeking sales tax exemption, you must complete Liquidity Services’ tax exemption form(s). We recommend doing this prior to the auction’s closure or before making payment. To do so, please visit Liquidity Services' Tax Exemption Submission Tool.

Removal

IMPORTANT! READ THIS SECTION CAREFULLY.

Property may be removed by appointment only. Appointments must be made at least 24 hours in advance. All items must be removed within ten (10) business days from the close of the auction. A daily storage fee of $15.00 will be charged for any item not removed within the ten (10) business days allowed and as stated on the Buyer’s Certificate.

READ THE REST OF THIS SECTION CAREFULLY

The Buyer must make all arrangements for pickup and removal of item(s) purchased. The Buyer is responsible for all work necessary to remove item(s) from the City of Lynchburg’s premises including packing, loading, and transporting. City of Lynchburg employees may not assist in the removal process.

Per GovDeals' requirements, the Buyer must provide a copy of the Buyer’s Certificate when the item is picked up because the Buyer’s Certificate is Proof-of-Purchase from GovDeals.com. If you use a Third-Party Transporter to remove your item: you must notify the Seller that you are using a Transporter; you must provide the Transporter with a signed copy of the Buyer's Certificate to give to the Seller at time of pickup because the signed Buyer's Certificate proves to the Seller that the Transporter is who you authorized to pick up your asset; and you must complete, sign, and furnish the Seller, ahead of the Transporter's arrival, a signed Authorization of Release document found on this link, as well as a signed Bill of Sale (a completed and signed copy of the Authorization of Release and Bill of Sale must be sent to the email listed on your Buyer's Certificate prior to any removal arrangements being made if you use a Third-Party Transporter). Use the 'Ask a Question' feature to contact the Seller to have your Bill of Sale emailed to you and if you have questions.

Vehicle Title(s) will be issued after payment is made and when you pick up your item(s). If you use a Third-Party Transporter, Vehicle Title(s) will be handled per your instructions. Please be sure to provide Title instructions to the Seller.

Please reach out to the Seller on your Buyers Certificate to make removal and Title arrangements and with questions.
