You will receive all 4 tax lien certificates for years 2021, 2022, 2023 & 2024; you can choose to initiate foreclosure proceedings right away to obtain title to the property, or next year, when the new lien becomes available, you will have First Rights of Purchase as being the primary lienholder.

Subsequently, the seller will submit the quit claim deed to the county for recording and send copies to the buyer. It remains the seller's responsibility to ensure the deed is recorded with the county.
