Special Instructions
Tier.
1. Users must be an approved person who is either the Designated Contact, Designated
Principal Person or Authorized to sign for property with your name on file with Surplus
Property Program.
2. When the user clicks the link to the online Tier Program, the user will need to
electronically agree to the certifications and agreements document before receiving
access to look at and purchase property on the Tier Program site. Upon receiving access
to revie property to purchase all surplus certifications and agreements of the Surplus
Property Program the user shall agree to. (Please see document below of Certifications
and Agreements).
3. Payments shall be made at time of selection by either paying with a state P-Card or
having an invoice issued to your agency or locality. All property purchased must be used
by the purchasing state agency or locality for18 months. Purchases for personal use of
state property are not allowed in the Tier Program. (Please refer to the APSPM Chapter
12 Surplus Property Guidelines.)
4. Property must be removed from the state surplus facility or listing agency within five
business days. A copy of the paid invoice/receipt shall accompany the user on day of
removal of state property to verify removal of the item. Items not removed within the
five-day period will be subject to a daily storage fee of $ TBD .
5. All items are “AS IS Where Is” and there are no refunds, no guarantees of condition of
property.
6. All users are encouraged to inspect items before purchase.
