Approximately 900,000 litres of ethanol are offered as one bulk lot from 1 Palmgate Crescent, Umbogintwini, eManzimtoti, KwaZulu-Natal. The ethanol is stored in 1,000-litre flow bins, 250-litre plastic drums and vertical stainless-steel holding tanks.
The lot is sold as a single bulk lot on an “as is, where is” / “voetstoots” basis. Bids are for the lot as a whole and not per litre. The Buyer must verify the advertised quantity before bidding and provide all loading and pumping equipment. Any additional quantity collected will be invoiced at the auction-achieved rate per litre.
Quantity, Condition and Buyer Due Diligence
The advertised quantity is the SARS-recorded quantity available for sale. Buyers must satisfy themselves before bidding regarding the quantity, condition, quality, suitability, recoverability, storage, access and collection requirements.
No warranty or guarantee is given regarding the ethanol’s composition, grade, specification, quality, denaturant status, suitability, recoverable volume, or the condition of containers, tanks, valves, pipework or related infrastructure.
The Buyer must conduct its own verification during viewing and collection. No refund, adjustment, reconciliation, claim or price reduction will be accepted due to any difference between the recorded and collected quantity.
Pre-auction viewing is strongly recommended and is subject to prior arrangement with Liquidity Services, SARS and site-security requirements.
Export Preference and Purchaser Qualification
SARS will give preference to a qualifying purchaser acquiring the ethanol for export. If no qualifying exporter bids, SARS may sell to a qualifying local purchaser.
The successful purchaser must hold all required registrations, licences and approvals in its own name and may not rely on a third party’s licences, registrations, manufacturing warehouse or storage facility.
For export, the purchaser must:
Be registered with SARS Customs; and
Be registered with SARS as an Exporter.
For local acquisition/use, the purchaser must be appropriately registered with SARS Customs and Excise and hold applicable licences, including where relevant:
VMP – primary production of spirits;
VMS – secondary spirits activities;
SOS – approved storage and subsequent use; and/or
Rebate User registration for applicable manufacturing rebates.
The successful bidder must provide qualifying documentation to SARS for verification after the auction and before payment, release or collection.
The auction award is conditional upon SARS confirming the purchaser’s compliance with all applicable registration, licensing and qualification requirements.

MSDS Reference, Handling and Safety
A reference MSDS is attached for general guidance on the safe handling, storage, pumping, loading and transport of ethanol. It is not a certificate of analysis, product specification, warranty or representation by SARS or Liquidity Services regarding the ethanol’s composition, grade, strength, quality, denaturant status, condition or suitability.
Purchasers must treat the product as a flammable liquid and implement appropriate controls for ignition sources, static discharge, equipment, ventilation, PPE, fire safety, loading and hazardous-goods transport. Each purchaser is responsible for ensuring its proposed methods and equipment are suitable and legally compliant.
Purchaser Risk and Costs
The successful purchaser assumes full responsibility for risk assessment, safe work procedures, personnel, equipment, pumping, loading, transport, insurance and collection.
All costs relating to viewing, due diligence, documentation, licensing, Customs compliance, supervision, pumping, loading, handling, transport, insurance and collection are for the purchaser’s account.
No collection will be permitted until:
• SARS has verified the purchaser’s required registrations and licences;
• A SARS-registered transporter has been appointed;
• Payment has been received and cleared in accordance with the auction terms;
• SARS Customs supervision arrangements have been confirmed; and
• Formal release has been issued.
Payment
Payment in full is due immediately post auction (payment to reflect before 12:00 noon the day after the auction). Acceptable forms of payment are: Electronic Funds Transfer (EFT). Buyer’s Premium of 5% (incl VAT) will be added to your winning bid on the invoice. VAT: 15% will be charged on the Buyer’s Premium.
NOTICE: Please note the bid(s) /offer(s) placed online does not include commission and VAT, this is calculated after, kindly keep in mind the costs to be added once you have placed your bid(s) online.
Removal
LOAD-OUT AND REMOVAL CONDITIONS
Assets may be removed by appointment only, with appointments made at least 24 hours in advance. Refer to the load-out document/release note for the site representative’s contact details.
All assets must be removed within THREE (3) business days from acceptance of offer(s) / close of auction, unless otherwise agreed.
The Buyer is responsible for all arrangements and work required for packing, loading, dismantling and transportation. No assistance will be provided.
The Buyer must obtain all legally required permits, licences and SHEQ files before dismantling or removing assets. Buyers must also remove all plastic, wood and hazardous waste forming part of their purchased lots and comply with the Participation Form conditions.
STORAGE AND NON-CLEARANCE
If assets are not removed by the specified clearance date, SARS will charge the Buyer rent and storage costs, payable to SARS. SARS will not be liable for any loss or damage to uncollected assets.
SARS reserves the right to resell assets to recover storage costs. Storage fees will apply from the day after the clearance due date until removal or resale.
If assets remain on site for THREE (3) months after the collection date, they will be deemed abandoned, and the Buyer will have no further legal right or claim to them. SARS may sell the assets by auction and/or private treaty to recover costs, damages or expenses.
CUSTOMS AND ETHANOL REMOVAL
Every removal of ethanol, whether for local use or export, must take place under SARS Customs supervision. The successful purchaser must appoint a SARS-registered transporter.
Where ethanol is delivered to a SARS-registered warehouse, applicable fire-department requirements must be complied with. For exports, the appointed SARS-registered transporter and receiving destination must comply with all applicable fire-department requirements.
No ethanol may be collected until SARS has confirmed the purchaser’s required registrations/licences, remover details, Customs supervision arrangements and formal release.
SITE ACCESS, LOADING AND COLLECTION
There is no electricity available on site. The Buyer is responsible, at its own cost and risk, for providing all labour, equipment, transport and specialist services required for safe collection.
The Buyer must provide, where required:
- Self-powered pumping equipment suitable for emptying holding tanks;
- Compatible flexible hoses, adaptors and fittings;
- A suitable 2-ton forklift for loading flow bins and drums;
- Suitable flammable-liquid and hazardous-goods handling/transport equipment;
- Competent personnel, PPE and required safety controls.
Access to product in holding tanks may require work beyond the existing shut-off valves and pipework.
Buyers must inspect the site before bidding and satisfy themselves that their proposed pumping, loading and collection methods are practical, safe and compatible with the existing infrastructure.

Special Instructions
Disclaimer: The auctioneer or his agent shall be entitled to bid up to the reserve price on behalf of the seller, but shall not be entitled to make a bid equal to or exceeding the reserve price.
We do not guarantee the weight of an asset as shown on the plate or manufacturing documentation, where the asset is sold as a lot not to be reconciled over a weighbridge
The Buyer agrees that their personal information may be shared with the Seller for record keeping purposes and where required for completion of the commercial conditions associated to the transfer of ownership on some assets.
Ownership passes to the buyer once the payment clears in Liquidity Services account.
Liquidity Services/SARS reserves the right to withdraw assets from the sale at any time prior to the closure of the auction. SARS reserves the right to decline any or all offers received on the auction. All bids are subject to confirmation by SARS.
Goods sold subject to compliance with a condition of any law example obtaining an import permit from ITAC; a letter of authority from SABS or the like, may be allowed to remain in the State Warehouse for up to 3months from date of sale and without the payment of rent. Should the buyer fail to comply with the stipulated conditions within this period the sale will be considered null and void and the payment will be refunded.
All Vehicles sold as scrap without any e-natis documents. SARS will supply a letter to confirm sale.
All EXPORT ONLY GOODS are to be exported. But may not be exported to BLNS countries: Botswana, Lesotho, Namibia and Swaziland collectively.
All winning Bids are Subject to Confirmation by SARS.
NOTICE: If you are the winning bidder and default by failing to adhere to this sellers terms and conditions your account with Liquidity Services WILL BE LOCKED.
Guaranty Waiver. All assets are offered for sale on a 'VOETSTOOTS' 'AS IS, WHERE IS' basis. The Seller makes no warranty, guaranty or representation of any kind, expressed or implied, as to the merchantability or fitness for any purpose of the asset offered for sale. Please note that upon removal of the asset, all sales are final.
Description Warranty. Seller warrants to the Buyer that the assets offered for sale will conform to its description. Any claim for misdescription must be made prior to removal of the assets. If Seller confirms that the assets does not conform to the description, Seller will keep the assets and refund any money paid. The liability of the seller shall not exceed the actual purchase price of the assets.
